Eudora Piercy was born on October 19, 1912. She was born on a farm near Bainville, Montana, to Sallie and George Piercy. Fulkerson spent her early years in Bainville and graduated from the The University of Montana-Missoula (then Montana State University) in 1935 with a bachelor's degree in Home Economics.
